I've done the lightfall campaign so not sure what's going on. I read on another post that the Terminal Overload replaces the Incursion Zone when it overlaps on daily reset. So you have to try the next day instead. As the Overload will rotate to another location and you'll be free to continue your Maelstorm Quest.
